Strange "jetbridge" at AAR

Hope this is the right forum.

I came through AAR earlier this week on a domestic connect flight for CPH and noticed some strange ground-level "jetbridges". They were not in use with the Q400 but were collapsed alongside the terminal building. I have never seen anything like those! How are they operated, and how are they elevated to reach the door of the aircraft? They only seemed able to swing to the right away from the terminal and onto the apron but since most (all?) aircrafts are boarded from the leftside how does that work?
The only picture I could find of this strange construction is on the airport website.

You did arrive at the right forum, with at least 1 active member working @ AAR Airport. I have seen a similar contraption at Idaho Falls, where Horizon (QZ) uses it for their Q 400's

It would make sense if they were designed for low regional aircraft like the Q400 where they can reach the door without getting off the ground. Maybe it was just out of order for my Q400 flight:-(

Maybe I am the best to answer the quistion about our strange jetbridges.
They are not excatly jet bridges, but is used only when weather conditions
are bad, like rain and snow.
We use them s that the passangers can walk relatively dry footed to the terminal..-
