At present, most services during the night quota period use Boeing 747-400 aircraft (the exception being Virgin which use an Airbus A340) which have a QC rating of 2 on arrival. Noise quota is at a premium at Heathrow and no 'spare' is available. Therefore if the proposals were introduced as in the consultation document, some of these 747-400 aircraft would have to be substituted with an aircraft of lower QC.

Boeing says first flight is targeted for the fourth quarter of the year, with early indications that the company has set its sights on mid-November for the maiden sortie.
Boeing has successfully swung the landing gear of the first 747-8 and completed the initial actuation test in the early hours of Sep 10. However some troubleshooting was apparently required as additional measurements were needed before undercarriage door loads testing can be completed. The aircraft, RC501, is expected to be lowered off the jacks later today so that the door load tests can get underway.
Boeing is also battling through tests of a drain system built into the engine struts which is designed to prevent potentially flammable fluids accumulating in the pylon attaching the engine to the wing. All four of the struts connecting the new GE GEnx-2B engines apparently failed this test yesterday and engineering work is believed to be underway to rectify the issue so the test can be repeated.
