Elfly Group, developers of the all-electric seaplane program ‘Noemi’, (No Emissions) last week moved into new facilities at Torp (Sandefjord) Airport (ENTO) in southern Norway. The expanding company has taken 1,160 sqm of office and workshop space in the airport’s large 1,700 sqm hangar, where it plans to build the first full-scale ‘Noemi.’

To his frustration, a general lack of familiarity with seaplanes seemingly holds back some investors who “don’t really get” the project, Lithun says. Once, describing Noemi’s amphibious capabilities to a potential investor, he was asked why Elfly didn’t “just develop a normal plane”.
Lack of major outside investment will likely delay assembly of the first full-scale Noemi prototype, however. The aircraft will not be completed in 2026 – Elfly’s previously stated goal – as it takes a more conservative approach than anticipated. The concept is not yet ready for a “critical design review”, Lithun says.
Bergen-headquartered Elfy is building its third-generation drone – a 20% scale model of Noemi – intended to demonstrate the aircraft’s flight characteristics without the high cost of developing a full-scale prototype.

Nordic Seaplanes signed an MoU for five aircraft with an option for an additional ten Noemi amphibious aircraft today (24 September) and agreed wider collaboration to explore new coastal markets beyond Scandinavia. The airline’s operations team will work closely with Elfly, sharing their experience of water operations flying De Havilland Twin Otter floatplanes since 2016. Expected order value is 150MUSD to be delivered over the coming decade.

Norway’s Elfly Group yesterday (18th June) signed a contract at the Paris Air Show with the European Aviation Safety Agency (EASA) for the development of the conceptual prototype model of its Noemi (No Emissions) clean sheet, all-electric commercial seaplane. The contract signed by Elfly’s Founding CEO Eric Lithun and EASA’s David Solar reinforces the company’s commitment to work closely with EASA towards eventual certification (2030) of the Noemi (No Emissions) in Europe.

The agreement underlines a shared ambition to bring clean, versatile air transport to Southeast Asia, enabling access to both airports and remote coastal areas with minimal environmental impact.
