Continental Airlines and United Airlines said Friday that they had agreed to lease take-off and landing rights to Southwest Airlines at Newark Liberty International Airport, a significant step in introducing more competition at one of the main airports in the New York City region.

The move comes as Continental and United are seeking the approval of the Justice Department for their merger. Shareholders of both companies are set to vote Sept. 17 on whether to approve the merger.
